Were Senator Larry Craig’s civil liberties violated, since he never did consumate the sex in that Minneapolis john?

No law against a man sending a woman a sexual signal in a bar either, although public sex in a bar is unlawful. Craig’s issue is more one of hypocrisy and having already entered a plea than illegality.
